Financial Reform Bill Signed Into Law- Includes Neighborhood Satbiliaztion Program Funds
President
Obama signed the Wall Street Reform and Consumer Protection
Act into law. While the legislation has been mostly publicized
for its oversight of the U.S. financial industry, the law
also includes $1 billion dollars to fund a third round of
the Neighborhood Stabilization Program (NSP3). Rhode Island's
Congressional delegation supported this legislation. Senator
Jack Reed (D-RI) was present at today's ceremony.
Today's signing ensures Rhode Island will receive a minimum allocation of $4.9 million in NSP3 funding to acquire and redevelop foreclosed properties.
In addition, Rhode Island and harder hit municipalities are eligible to receive additional funds to help redevelop properties.
Rhode
Island received $19.6 million in the first round of NSP,
which was funded as part of the Housing and Economic Recovery
Act in 2008. Through the purchase and redevelopment
of foreclosed and abandoned homes and residential properties,
the goal of this ambitious program is being realized locally.

Director receive Carol McGovern Award -Russ Partridge
to receive Sr. Judy Soares and John Coen Memorial Award
On March 22nd affordable housing and homeless prevention advocates from across RI will gather at the RI Coalition for the Homeless Annual Luncheon to celebrate our successes and honor our heroes. WARM is pleased to announce that Exec. Director, Rev. Jean Barry will receive the Sr. Carol McGovern Award. The award speaks to the ability of its recipients regarding dedicated advocacy to fight homelessness, exemplary service provision to those who are homeless, and working to empower homeless constituents. Previous recipients of the award include Henry Shelton, Alan Shawn Feinstein, the late Nancy Gewirtz and Bernie Beaudreau.
Jean has been Exec Director of the
WARM
Center for 14 years.Since that time the Center has incorporated 8 interrelated programs into the services they provide for the hungry and homeless in the community and at the shelter.Ordained as an Episcopal Deacon, Jean has been in the social service arena statewide since 1978. Jean started her career at Warwick Community Action (now West Bay Community Action) as the Director of The Community Food and Nutrition Program. She has lobbied for the Mental Health Association, organized food closets, community gardens and soup kitchens.Through Church Women United Jean’s ministries have included Cambodian Refugees, AIDS Buddy’s and Prison Ministry.
Her success at WARM includes the addition of the Attire for Hire program, Harvest Homes, Summer Lunch Program, and Volunteer Income Tax Preparation, visiting nurse practioner, Community Critical Needs Caseworker, transitional housing and a 1.3 million dollar award from HUD for 8 supportive housing units.
Jean has worked tirelessly for all people in need throughout her career always maintaining the respect and dignity of the clients she serves.
Also being honored at the luncheon is Russ Partridge, WARM Program Director.Russ will receive the Sr.Judy Soares and John Coen Memorial Award presented in honor of our late colleagues. Through these wonderful role models the Coalition honors a member agency staff person that demonstrates an outstanding commitment and concern for those who are homeless. Russ has been in the social service field for the better part of thirty years, starting at Kent County Mental Health as a crisis intervention worker.Russ has worked with children, adolescents, mental health patients, homeless families and individuals.Prior to coming to the WARM Center Russ rose through the ranks at Crossroads R.I. from case manager to Director of Housing to Director of Social Services. Russ has been at WARM since July of 2008 and continues to make an impact on the lives of those he serves.

WARM Featured on Connecticut NPR Affiliate
Connecticut's National Public Radio affiliate, WSHU, headquartered in Fairfield, featured WARM and other local aid agencies in an audio story that debuted on Tuesday, December 15. The piece was heard locally on Connecticut NPR station 89.1. In addition to a soup kitchen client of WARM's, program director Russ Partridge was extensively interviewed.
